学过英语的人都认识 secretary 这个词‘文书，秘书，书记’。这个词由‘secret 秘密’派生出来，在中世纪时，这种人专门为贵族处理一些秘密事务。到16 世纪末，这词才获得‘部长’的词意，相等于minister，如：home secretary内务部长。Foreign secretary 外交部长/ secretary of treasury 财政/部长 secretary of defense 国防部长，secretary of state 国务卿。

如用general来修饰 secretary 或其他头衔时，有两种情况：一种是把 general 放在该词的前面，如 general manager总经理，general surgeon 外科医生。另一种情况把 general 放在所修饰的名词后面，特别是放在官职后面 after an official title, 它的词意为 chief, highest in rank首席的，级别最高的。如：Surgeon General卫生局长，Consul General 总领事，Attorney General检察总长(英)，司法部长(美)，Postmaster General 邮政部长，director general署长，局长，总干事，governor general总督。
